Utah Requires Travel Declaration Form

On April 9, 2020, in response to the COVID-19 pandemic, Utah Governor Gary Herbert (R) issued an executive order which requires all individuals who are 18 years of age or older to fill out this travel declaration form before they can enter the state.
This would impact not just those doing business within the state but anyone traveling through Utah, even if they are a truck driver hauling freight to another state. The order came into effect this morning and will remain in effect until May 1, 2020. Individuals who fill out the electronic form will receive a text message from the Utah Department of Transportation (DOT) with instructions on how to register their travel plans when they arrive in the state.

The order will be enforced by using a wireless emergency alert system that will send notifications to individuals entering the state, either by car or truck, that they need to register their travel plans in Utah by completing the travel declaration form online. The information collected through the online form by Utah's DOT stems from the Governor's effort to inform residents and collect data on the presence of coronavirus in the state.
TRALA is working with its allies to attempt to have the trucking industry exempted from this mandate based on interstate commerce.
