CARB Adopts Smog Check Rule for Trucks

Yesterday, the California Air Resources Board (CARB) approved a new smog check regulation for medium-and heavy-duty trucks as part of its Heavy-Duty Inspection and Maintenance (HD I/M) Program. 

This new smog check program is consistent with Senate Bill 210 which was signed into law by Governor Gavin Newsom in September 2019 and directs CARB to create and implement a more advanced HD I/M program in order to meet California's goal of 100% zero emission vehicles on the road by 2045.
 
Currently, California has the Heavy-Duty Diesel Inspection & Periodic Smoke Inspection Programs (HDVIP) in place which requires heavy-duty trucks to be inspected for excessive smoke, tampering, and engine certification label compliance. The recently adopted smog check regulation builds off the HDVIP by including independent owners and operators who are currently exempt from the periodic smoke checks under the HDVIP. However, under the direction of Senate Bill 210, CARB's newly created HD I/M program will further advance the current HDVIP through three phases.

The first phase of the HD I/M program, which begins on January 1, 2023, requires vehicle screening through a Roadside Emissions Monitoring Device and that vehicle owners establish an account in the HD I/M database by July 1, 2023, when the second phase of the program starts. The second phase requires the enforcement of compliance certificate requirements, the Department of Motor Vehicles to prohibit the registration of California vehicles if they fail to meet the regulatory requirements, and freight contractor, broker, and freight facility requirements. The third phase begins in 2024 and requires periodic testing and certified devices for On-Board Diagnostics submissions.
